Haven't read the article, SW, but Min did mention the BOTS system for IV in some detail in an announcement, since BCI took over IOH - if i recall it may have been earlier this year, when all the emphasis was about cost reduction.
From memory it's a Chinese system and Min were quite excited and keen to see it developed for use at IV. It is another reason why i believe Min would seek to be involved in the WPIOP. Although Aurizon will not let go of the bulk rail aspect, Min's BOTS system could potentially be used to link large mines with the central processing areas.
I would think the BOTS system could have a challenge countering trucking with the current cheaper oil price, but who knows what the future holds.
