I would tend towards your interpretation too, 618.
As Gimo's map illustrates, the strategic control of the PB and economies of scale of taking out STX are compelling. And for the same reason, other large players might want to prevent this, especially if the PB is going to be the most important location of reserves growth in WA in the coming decade.
