Poor Joe, he just doesnt get it. It goes like this:
1) Landowner association fails to satisfy locals.
2) Locals address their concerns with mine directly by getting antsy.

Locals are'nt interested in using proper channels because those running the landowners association are probably - as is common in PNG - feathering their own nests. So, they take matters into their own hands.
