This is the NEPA process. You would think that the public would receive some insight as to the thinking of the BLM at the draft EIS stage which looks to be around half way through the process. I’m not familiar with Environmental Impact Statements but if the BLM was inclined to approve/deny the permit one would expect it would be apparent within this document.
