I was surprised to learn that Neo Materials don't have a mine but they process and produce rare earth oxides and interestingly magnets too (80% of world supply according to the article) and they are in North America. The US govt must be interested in their capacity.
This also caught my eye : The sale of rare earth permanent magnets brings a majority of the revenue in the total rare earth products supply chain.
