    clearly, they have held off, until they can announce something to get this horse off and running.

    With assumption that the actual JV follows in Dec, and the monkey off the back in the first announce, would they just announce the terms of the ops, and wait for the jv to get it to a gallop? or proceed with ops paperwork when we are off at a trot?
