With my experience in government tenders and such, once you have a submission that has been scrutinised and received the stamp of approval, that same document is used as a template for future submissions. I'm assuming here that any documents for Pilgangoora will be carefully managed and vetted before submission. The last thing management will want is a repeat of this debacle.
