In the absence of real information, I play out daydreaming scenarios.....so, how 'bout this one?
What if RXM and OZL are collaborating to do a joint venture, behind the scenes - but OZL can't really do the JV until they either sell Carapateena, or sign their own JV for it. Their data book is open, but negotiations are tough, because of the sheer scale of the project.
As such, RXM are not in a hurry for DMITRE to approve the mine, because it would put pressure on them to announce the finance - which they don't have. RXM and OZL seem to be a somewhat natural fit.
While I am happy to believe that State and Federal Governments are capable of being incompetent, and even stupid, I am more inclined to think that there might be other reasons.
