I should correct something I said in my post. The National Government (as referred to in the BCL annual report) said it would give the landowners the 17% that Rio gave them in 2017. They would still retain (for the time being anyway) the original 19% holding. In that case the Caballus deal might seem marginally better for Bougainville in purely numerical terms but certainly not for PNG ...
