Klob there is nothing unusual about that.
Here companies are awarded a Contract of Works (COW) or in the case of coal a CCOW. They are given specific dates to actually mine, as opposed to merely tying up a resource.
If a company can't or doesn't commence production by that date then they have the contract taken from them. No if's but's or maybe's, it is simply taken from them and awarded to a company that will mine and/or produce a product.
It is done specifically to prevent large companies from holding up known resources at the expense of the country of resource origins revenue and exports.
