According to that link De Novo, we have been formally offered the mining lease, which allows us up to 21 calendar days to accept the terms. If we chose not to accept, then we can appeal directly to the monister. If we agree, then we will get a Formal Grant of Mining Lease within 1 week.

Unless there are issues from Heathgates end, I can't see that it will take the full 21 days to accept the lease terms, but we know the games they play!
