Mining Licence at Pandeniya

    Does anyone know if there are any conditions precedent regarding the approval of the mining licence at
    Pandeniya? For example, does the shaft need to be totally dewatered (ie. down to 50m) and do the SL Govt require the steel frames and casing to be installed before the licence will be issued?
