As stated by VOR

The fieldwork, required to convert the existing exploration licences into mining licences, completed ahead of schedule. This fieldwork included the drilling of an additional 1,250 meters of diamond core drilling that was necessary to support the mining license application. The final step will involve generating the report necessary to present to the Minerals Authority in Mongolia. This work will be completed in the early stages of 2013.

Licences
As of 31 August 2012, the Ministry of Mineral Resources
and Energy state that Mongolia has 1,096 mining licences
and an additional 3,450 exploration licences.

Only exploration licence holders are entitled to apply for
a mining licence in the exploration area. In circumstances
where the exploration licence has expired and the holder
has failed to apply for a mining licence, the mining licence is granted by way of a tender.

Similar to an exploration licence application, the applicant for a mining licence must submit the approved form and associated documentation, as prescribed in Article 25 of the Mineral Law and attached in the Appendix, to the Government agency. Upon receiving the application, the Government agency will have 20 business days to refuse or grant the licence.

If the licence is granted, the applicant
then has 10 working days in which to pay the first year’s
licence fee.

The mining licence is then issued within 3 working days
following the first year payment.

The mining licence is valid for 30 years. Two years before
the mining licence is due to expire (and no earlier) the
licence holder may apply for an extension to the term of
the mining licence.Mining licenses may be extended twice
for terms of 20 years each.
