It's possible that the issue of a licence was held up, pending the results of the local municipal elections throughout the country. The elections were held last Wednesday, and early results show a strong win by the ruling Frelimo party.
If this theory is right, we could see the issue of a licence within a couple of weeks. That looks like the last significant possible show-stopper, and, as you pointed out, issue of a mining licence could be the trigger to a major rerating.
