To get a mining license, MNS would have to do a mining proposal to the govt. Included inside would be environmental report to show how the mine will impact the environment, both flora and fauna, discharge and storage of waste, sustainability of the mine, infrastructure report on power, roads, ports and water, rehabilitation report of the site after mining, social reports on mining in the area - costs and benefit to local people. Economic benefit of the mine to the country, Royalties and tax receipts for govt, outline of mining infrastructure and cost, methods of mining, whether open cut or underground, plan of how the mining will take place, overburden removal and storage etc etc. The minister will evaluate the mining proposal and either issue a mining license or not.
