How i understand it is CATL want the product, not necessarily the %. Many ways to get the capitol structured from CATL without taking a % of dathcom.
The 9% only comes into play if AVZ are not successful with retaining 75%. The party or parties that take the portion in question are up for their % of costs.
AVZ has to cover their % of costs, not others. The 10% govt does not.
