In answer to my own question about where to find information about license grants - the Namibian Chamber of Mines has current lists of applications and grants for Exploration licenses (EPL linke below), and Mining licenses (ML list below).

I stopped counting the number of EPL grants at 100 this year (at which time I was on page 67 of a document 0f 103 pages).
However there have been only two Mining licenses granted in 2011, and there are 29 pending applications.
