I posted this yesterday, its by CCI chairman Linnell, who in my opinion is the mover and shaker for CCI.

"That's because an entrepreneur is expected to give his BEE partner an initial free ride on the BEE equity stake, which can be anything from 15% to 51%.
Linnell raised that issue in his presentation to an Absa Bank resources breakfast club meeting last week. "That 15%-51% portion of the equity is not fundable. The SA government is making it very difficult to start new mining projects in this country with those sorts of numbers," he said."

Im just guessing, but maybe because Aka are 60 % black owned, that qualifies them for the license.
