HM, the above post from Bowral has strong merit IMO.

You are more than likely correct re the NP & the sterile land classification however IMO it is possible that they are both something new. All evidence points towards you being right that it's old news however the announcement makes it sound "new". It will certainly be interesting when and if we ever find out for sure.

I'm sure an announcement/s clarifying all this can't be too far away(weeks at most)
