they (the government) want a mine but not necessarily for it to be an unsafe dump. And the population probably doesn’t care but surely wouldn’t mind the associated benefits...
in terms of the process (or how complicated it is) I think the two are not comparable. Except for the length ... which speaks about efficiency of Australian bureaucracy
