Not sure if the law has changed since then but according to Hulme (listen from about the 2 minute mark) the minister has discretion upon granting the MR to stipulate that a certain community can be entitled to a percentage of the the mining operations eg. 15%. This is in addition to Black Empowerment. GT55, do you know if this is still the case? Maybe you could ask MQ?
