AROB is the abbreviation for Autonomous Region Of Bougainville. Sam is the second Chief in command that lead the locals to fight against the PNG government for more than a decade. Sam took the top post when Francis Ona died last year. I know Osikore, I briefly worked for him in 2012. BOC will not be fruitful if Sam is not involved, he is now the most powerful man in the region. Sam has already orchestrated his plan to open the mine and I dont know if BOC was part of this plan.
