Mick, according to the Ministry of Mines and Energy the average EPL renewal time is 90 days. Assuming the clock started when the Notice of Irregularity was finally dismissed by the Registrar of the Namibian Supreme Court and MLS resubmitted its EPL application on or around the 10 January 2011, 120 days have now passed. This is not surprising as you would expect variance.
