The Minister for State Development, Peter Ryan, says the Government has no plans to start exporting coal overseas.

He says the protesters are getting ahead of themselves because the coal allocation process is still in the early stages of gauging market interest.

"That process continues in concert with discussion with industry," he said.

"As to where it goes, as to whether we are in fact able to attract sufficient market interest to have an allocation actually occur, they are matters that we simply do not know at the moment and so there is no imminent prospect of the export of coal from Victoria."
