Again- this refers solely to existing validly-held mineral licences, not to pending applications for MLs!
No-one has ever seriously suggested Namibia would be so foolish as to violate its own mining law and constitution (which explicitly recognises private property rights and guarantees no expropriation without fair compensation- unlike Zimbabwe)to take granted exploration and mining rights away and vest them in Epangelo.
But future EPLs and MLs- that's now in play. What the Nam govt has to do and quickly is specifically confirm that the new policy will not apply to pending (ie already submitted like that for Husab) mining licence applications.
