Precisely how giving Epangelo joint venture rights etc will enable Namibians to benefit more from the country's mineral wealth as Katali says is a moot point.
Epangelo will not be a listed company, ie with private Namibian shareholders. It will be just a state body. On past performance there will be a lot of inefficiency, costs in the form of inflated salaries for board members and managers. Some parastatals that have solid business eg in telecoms, ports, electricity do pay dividends regularly to the govt.
I can't see Epangelo doing that for many a year.
