That is the irony of it all- You would assume the big three would have done their homework- CE even said I need the port access- so he would not have made his offer without perusing the documents that secure the rights to develop a port. A bit of a balls in the air from the Port authority- maybe some other options- with all the new mines being announced.
Or maybe he is more shrewd than what he has been given credit- he may have embarked on discussions with the port authority prior to or during his TO being announced- if that is what the TO is really about.
But I still don’t think he qualifies to be called a junior minor, even less so if the (highly unlikely) TO succeeds.
