I think you may have misunderstood what fully implantable refers to here. With all due respect I can see where your view might be coming from. Hopefully I can briefly explain. The fully implantable still involves implanting the pump into the patients body; exactly the same as the non-fully implntable. The main difference is the driver of the pump (which is outside the body in both cases) is physically connected through a whole in the skin to to pump in the case of the non-fully implantable, whereas it it connected wirelessly in the case of the fully implantable. The fully implantable connection is somewhat like the charging off an oral-b cordless toothbrush, or inductive charging phones. The non-fully implantable requires a lead through the skin and thus has associated complications. I hope this attempts to explains things a little more.
