The phenomenon is typically linked to vessels going up and down the coast that either purposefully or accidentally release bunker and other oils into the ocean. Stormy seas, such as have been in Taranaki driven by high winds,eventually bring the pollution onto the beach. Fairly common. No big one I reckon and unlikely to be an issue for JV
