Maybe one could say that they negotiated a deal that they are unwilling to disclose to other customers or competitors. That is more likely than they gave it away for free.
If they did, give away, why put a limit of 13m?
It would seem to a reasonable person that they have a negotiated fixed fee for deliveries up to 13m.
