    The quarantine hotels have worked, however, if you don't hire competent staff to man them and ensure protocol is followed, then expect more outbreaks. Most leaks have occurred from the workers in the hotels and not from the returning travellers. Hire trained nurses, ex-cops, etc and pay them like our economic recovery depends on them. We pay a mine worker up to $250k because the work is remote, but pay peanuts to someone who has the potential to shutdown the country and cost billions of dollars damage. Peanuts / monkeys come to mind.
