I fully understand the point that MB was a open opt-out CA unlike a closed opt-in CA. My point is no matter what type of CA the money grab should not be allowed AFTER settlement. That's like placing your bet at the Melbourne Cup after the race has already finished. In other words a open opt-out CA should become closed the day of settlement.
