    You may be correct but I thought open class meant everyone in the time period is eligible even if they haven't signed up. What I didn't know is after the amount of settlement was agreed to everyone can pile in for a piece of it.

    I wonder why then ACA is not taking further registrations!!! I will get independent advice on how best to proceed.
