The judgement means that in future anyone who does not like a possible result can just simply arrange for votes to disappear, knowing that it will be months before another (more favourable to them) election can take place.
I think it stinks to high heaven. People are paid to do their electoral jobs, and when they do not, oh, that's ok, we'll start again.
