I think those that haven't accepted and aren't stone are shareholders who are oblivious to whats going on, that might own the share and aren't aware of anything as they don't follow the market as closely as alot of us do here.
These are the shareholders that are usually taken over by default after the company has 90-95% shareholding, but because of stone these shareholders share can't be compulsorily acquired yet.
