Well he took advantage of bankruptcy laws not once, but twice. Also most of his business is marketing and spruiking.

My understanding is he has properties in Florida which are uninsurable against climate change events. He wants to make sure he is compensated by the government for such events, which are inevitable. What better way than to become President? The man's a dangerous tool.
