There is big difference though because these guys plan to mine it from old tailing. Actually in the article they say they are investors and not miners and they prefer to sell it. Projects mentioned in the article are only few thousands of tuns anyway. But yes, they managed to get easily through environmental impact study (EIS) and can start the extraction right now.
