Taking a closer look at the agenda, the by-laws are proposed because of the rising number of shop front dispensaries opening up around town. Some are near sensitive places like schools and they want to stop this.
Unless the Duncan facility is next to a pre-school or church and is a haphazard fly by night operation, then I cannot see how come under these by-laws??! But then stranger things have happened.........
