The Gov has to answer/comment in some fashion upon this 'decision' . So it's done in a very 'soft' way. Allows Talking Ed a gifted opportunity to supposed 'explain' whilst in reality just replaying the company line.
I believe you're quite on the money in suggesting she 'had' to ask. It's all part of the gov sponsored theatrics. Also as you suppose the opportunity to introduce another bit of jargon ( effectively )... social licence. i mean wtf is that rubbish. A polished turd I suggest.
