As MMX said in a recent update, they don't want to bid against themselves.
They may up their offer, but it wouldn't surprise me if they simply extended the offer again until Sino either formalises their bid or drops out.
Waiting a bit longer may also put pressure on MIS to accept because all the time we are getting closer to the port/rail tender.
As far as I can see MMX is still best-placed to win the tender.
