This is meant to be sorted by March....."..................

That doesn't mean that RFC Ambrian are guaranteed of being able to raise these funds, in fact as March creeps on i think it is probably more likely that we will probably be advised that Exergen have extended the time frame to RFC Ambrian in an endeavour to raise the required capital.
Raising any funds at present is a nightmare for any developing company.
