Maybe the two major holders are seeing what we're seeing. Since broker datas suggesting that State Ones is doing the dumping, they are probably waiting for them sell them down towards support levels, as any wise investor would.
If it is indeed those two buying up, then we know it's gone to safe hands and there'll be less for State One to pump and dump in the future (if applicable).
But once again, the above is all theory and speculation, and as I said, I'll try contact management and get that updated top 20 late next week.
