Public offer is not at 1.3c , this is still to be determined and is based on where the share price is at the time of raising funds
The announcement mentioned 1.3c at the time of its release as a scenario of how many shares would be on issue under that scenario, to give the market an idea octave capital structure
If the share price is higher above say 2c then less shares need to be issued for the public offer is done well above 1.3c and possibly avoid the new recent ASX rules requiring raises below 2c to consolidate its shares
