Obama sounded fairly resolute when he said and his speech was directed at the leaders of the Ukraine Government when he said there will be consequences. He was also talking about sanctions against the heads of government which is interesting.
This could be one of the best things he has done if he freezes the accounts of the Ukrainian leadership. He would actually go up a couple of notches in my book.
