This is not a war between armies of two countries - Israel isn't fighting against army of another country. Israel is an occupying nation - it occupies the Gaza Strip, the West Bank and East Jerusalem (the West Bank is almost annexed by now, actually) Israel, as an occupier has responsibilities (as stipulated in relevant laws) that it must fulfil. One of those responsibilites is to ensure the occupied by them people have means to survive.
Comparing WW2, where we had armies involved is a totally different scenario - can't be compared to Israel vs Hamas in Gaza.
