if they have this massive warchest and things are trading at a discount it is only a matter of time until they pull the trigger on an aquisition... they have done very well to hold off for this long, but toll roads in florida, airports in europe and opening a bond insurance business in the u.s will make them pull the trigger sooner rather than latter...
good point that credit crunch is easing is the currencies... carry trade is still ticking even though market back below 5500 and financials at multi year lows
if they dont pull the trigger one would suspect something is wrong with the model
