Yes I agree there should have been better planning.
But we are talking about the most basic element of the strategic plan: The health system. Deciding whether to go covid zero or covid 80, should have been irrelevant in terms of strengthening the hospital system to cater for the known issues and potential outcome.
Dan Andrews should be held account for this. So should any premier who has inadequately failed to prepare their hospital systems.
