Thanks for the update Hoots. It is indeed a joke.

I've just gone through the painstaking process of submitting an enquiry. It only took 4 or 5 iterations to have all of the details correct and the attachments in the right file formats and not too many words. Lucky I have a pdf creator or it could have been difficult to submit the text of an announcement.

To paraphrase, I told them I would not go through the pain of lodging a formal complaint and that I'm expecting them to fulfil their mandate when presented with information of a breach in the rules.

I'm not expecting anything to come of it but if enough people are willing to do this at least then maybe they'll realize they need to make some changes. Wont hold my breathe on that though.
