“If Mr Hassan were successful in leaving Australia it would be difficult to bring him to justice here,” she said.
“There is a risk of flight, there is a risk of further offending, in my view there are conditions that could be applied that, if complied with, will reduce that risk.”
Mr Hassan has surrendered an expired passport to police, but officers fear he may have made attempts to secure another passport from Lebanon.
He has been charged with two counts each of culpable driving causing death and dangerous driving causing death.
He was driving an unregistered car with numberplates belonging to his uncle and may have been speeding at the time of the fatal crash in Attwood, in Melbourne’s north west.
