It can be an unacceptable as you like but I would bet it will happen.
How many (yet to be identified) panels of international experts do you know that are willing to drop everything at a moments notice to go to Malaysia and certify a RE Plant?
Now think about how long it will take said panel to conduct the investigation including studying all relevant material and conducting a thorough site inspection.
Anyone that thinks this is all going to be complete in time to enable start-up as planned is kidding themselves.
